How do I remove Voice Mail functionality from my phone?

I'm trying to completely remove the notifications of Voice Mail from my android phone, either via an app, code I write myself (basically an app), or via settings. From what I can tell, there are no settings to disable Voice Mail notifications.

Has anyone encountered any apps or code that disables Voice Mail notifications? This must be done programmatically.
