Disable cores on android devices which have overheating problem

I have a multitude of android devices ranging from optimus one to one plus one .and mostly they have all been good choices , stable and good in performance .I have a redmi 1s currently which has heating issues and thus is kept underclocked mostly to 1.2 ghz like its normal cousin (aka 8226 which is in Moto G).It is rooted cleaned up but still the chipset has issues i think .

I am wondering if there is a specific kernel for the device or even better a generic way/app to disable cores on android. Or even such a thing as set affinity high so that most apps run in single core mode and thus extending frequency at which chipset can run .I have a tegra note 7 device which has performance mode setting and it can scale back to one core only for save battery mode. Wondering if it can be done via an app or it requires specific kernel tweaks.
