please assist I need android term emu command help PLEASE

i need to command my partially rooted sgs4g on kitkat 4.4.3 to simply re-enable the core app: settings.apk. .(aka: com.android.settings. )

after flashing a rom i found no settings ui nor root capabilities.... please i need commands to enable this app service... i see the apk is where it belongs.... so i just need to enable" it

apk resides: /system/priv-app/ data at : /data/data/com.android.settings
