ADB_ENABLE modify init.rc

I have Android 4.0.3. The ADB USB debug is active at boot as indicated in the Developers Options screen. I would like to disable ADB USB. Where can I modify the code in init.rc init.usb.rc default.Prop so that the check mark in the Developers Options is removed and the ADB USB Debug is disabled? Our system is to use ADB through Ethernet. I know there is a ADB_ENABLE but I am not sure where to locate this setting and how to change it. I would also like to import a file in init.rc or some other place so that Ethernet Port Setting, File permissions, etc are made persistent. Any advice is greatly appreciated.
