Error unkonwn command: force-stop

my device is connected und all my other sourscode works.

but i always get this error (Error unkonwn command: force-stop) with this command: adb shell am force-stop com.android.settings

i also tried it with different devices

Pls, do you have a differnet option to force stop with the behavior it should have ?
