get a taxi without a credit card

I am abroad now (specifically Austin, Texas) with no local cellphone and no local credit - only cash.

I need to order a taxi, but all the famous android apps like uber and gettaxi ask for my credit card information.

Is there a way i can hail a cab and pay by cash directly to the driver?
