How to recover data from broken android phone [duplicate]

In an accident my phone Samsung galaxy s4 broken and lock screen does not work . I want to recover my all data like contacts,photos,videos and .txt files that is saved in internal memory. I have tried to connect my phone to dell pc with windows os but couldn't connect through usb cable.

May be there is not "ON" the usb debugging mode. I can not have on the usb debugging mode because screen shows black screen .so it cannot connect to pc.
