No access to 'Application and content restrictions'

When selecting 'users and profile' the 'application and content restrictions settings' icon is missing from the two profiles on the Nexus 7, one profile is the owner which I'm signed into. If I create a new profile the icon is there and the settings can be changed ...so why no access to this setting on these two active profiles? it will only allow me to change the name of the owner.
