Why does hard rest not work? errors and apps still there

My Alcatel 5035e is encountering so many consecutive errors and force closes of many different proceesses., the most common is android core and launcher

Why is it that when i do wipe/ hard reset it doesn't delete all the added downloaded apps and the problem of errors still thre? When i do the reset and wipe, it says successful. As far as I know it has not been rooted at all.
