Help Unlocking My newly formated galaxy s4

i sent my phone to samsung to get the screen fixed and when it came back i tried to unlock my phone using the debug method but the [8]Phone Control option is no longer there so what do i do now ...the phone is completely formated and also updated. PLEASE HELP!
