How to access your phone when you forgot your privacy protection password?

I set a Privacy Protection Password for my Andriod device when I first got it. This means that if my phone ever got stolen and someone changed my simcard to another one, they'd have to enter a password/pin code that was saved for this purpose.

So the problem is, I put another simcard in the SIM2 slot alongside my usual simcard. When I turned my device back on, it said that I needed to put in my Privacy Protection Password to access my phone, in other words, to confirm that I wasn't a thief who stole the phone. And well, I forgot the password. I tried following this method to access my phone again:

But my phone won't even show options for USB debugging. The PC isn't recognizing my phone as a device. What do I do??
