Basically every year/once in a while Android releases it's graph showing the popularity of reach of the Android Version.This graph determines the Latest version reach in the Globe.
As soon as an update is rolled or a completely new Android version is launched not all/very few OEM's roll the updates in their respective devices.When the update itself delayed to be rolled out then definitely it will also effect the graph.
When customer's or end users ask the reason for the delay they give a simple reason like following
We are currently testing the device compatibility regarding the update.An update is planned soon
Whereas in the real Scenario it is very less of what they say and more of testing their own Bloatware on the latest update.Due to which the update get's delayed. The simple understanding is that before/during the release of the update/new version Android also comes with the Hardware requirements.It is upto the OEM to follow/tweak these changes in their models.
Even when they launch the same model throughout the Globe the updates are also rolled geographically
