How to listen music on Samsung Galaxy S3 Mini from Windows 8.1 laptop through Bluetooth?

I would like my laptop with Windows 8.1 to stream music to my Samsung Galaxy S3 Mini with Android 4.1.2.

So, I paired my devices and tried two approaches. Both failed.

Approach 1 Based on this guide. On my laptop I opened Devices and Printers and selected the paired phone. According to the instruction I should see the option "Play Music", but the only possible options there are Browse Remote Folder and Synchronize PIM Data....

Approach 2 On my laptop I opened Sound configuration and in the Playback tab expected paired smartphone to be on the list of devices, similarly to headphones I connect via USB. However, my smartphone is not there.

Why is so and how can I change that? Should I enable/install something on my smartphone? Or it is not capable of doing so?

PS. Unfortunately, I haven't heard of any Adroid updates for this phone.
