Can i create a fake credit card for Play Store or App Store?

I have puchase some app with my credit card but they cost $9.99 but when i check my balance that say i have puchased a 59 - 20 - or 40$ app ... That's horrible .i spend $65 for Minecraft and Fev night at Fredies 2 ... Can anyone help ?
