Dendroid Apk Problem?

i downloaded dendroid from this link ,and config the panel for localhost on wamp . now , what is it ? encodedURL : this is my static ip address or my domain on no-ip ? i tested with no-ip domain and doesnt work... what is it realy ?

and this is readme from our link :

APK Setup: Open MyService.java Look for encodedURL (Base64 Encrypted URL) add your url (Base64 Encoded) backupURL same as above encodedPassword must match one on DB & in Files for correct configuration (Base64 Encoded) Make sure your URL does not have a final / E.G 127.0.0.1

i dont no what is it mean .. tnx .
