mobile data connection

I'm asking this question because I really don't know how to deal with my problem. Starting from a couple of weeks, very often (meaning every 5 minutes!!) my mobile data connection get "blocked", meaning that I can't load web pages, facebook posts,refresh mails etc, but everything start to work again if I stop and start my mobile data connection. Now, my question is: could it be a smarpthone issue (rooted xperia z1) or a provider issue?
