Android term emu command

I need to command my partially rooted sgs4g on kitkat 4.4.3, to simply re-enable the core app :

settings.apk. .(aka: com.android.settings. )

After flashing a rom I found no settings ui nor root capabilities. Please, I need commands to enable this app service. I see the apk is where it belongs, so i just need to enable" it.

Apk resides :

/system/priv-app/

data resides :

/data/data/com.android.settings
