FOTA download stays at 0% and can not get rid of it on Verizon Ellipsis 7

I have Verizon Ellipsis 7 (QMV7A) running on Android 4.2.2. I've been stuck with FOTA downloading for 3 days, and it's draining my battery. The download will not progress past 0%. I have tried to stop the download but it just pops back up.

Is there anything that I can do to fix this?
