must install settings.apk on android 4.4.3 no root no usb cant get into recovery (i have backup files)

this is a fun one , i am curious what you all will throw at me

galaxy s 4g aka. sgh-t959v linarokat kk 4.4.3 omni rom has ...or had TWRP 2.7.1.1 INIMlt 3.0 or something or other kernal

previously on beanstalk 4.4.2 which was crazy good but all the options turned me too tweak happy ... prior to that twas slimsaber...4.4.2 and it is where i would love to get back ... but just obtaining one thing at a time for now,, ...THUS I MUST INSTALL SETTINGS.APK (unless theres a better idea)

-i have full TWRP Backup ready if / when its again possible

  i can not get into recovery cause its missing it on startup and even booting from os shutdown chosing recovery reboot option just gets it stuck after bootloader

i have all i will need once rooted to obtain recovery twrp at boot via apk app

• no settings app active/runnng/enabled , ... i am not seeing that my com.android.settings service is running and i double checked and it is uninstalled or disabled.....it is the only apk not installed/running/enabled.... remember we are talking about settings.apk... supposed to be next to settingsstorage.apk in the /system/priv-app - location...which honestly the apk is physically there but corrupt and i can not replace it seeing how i have no root privilages

-i cant even see if my debugging is set correctly due to no access to settings menus

  i cant seem to install any third party "unkown" apps so i assume that my unknown is not checked in the dev. setting to ok those sources ( this is pulling me down cause i have apks lined up for tools and i can not install any

  when attempting to double click an apk directly it just kills whatever app i am in at that time

  any attempt to use another switch which would normally push you into a settings menu just doesnt pull a menu. eg., if i touch and hold brightness to call the menu it just has foreground drop without the backround ever appearing for the menu as it normally would

  
  

hope this isnt too much for you... but its kind of fun to see who has some ideas..

i am hoping someone just says - hey buddy why not just _____ .... that would be funny

i look forward to any response ... nothing is too small nor too big ... so bring it people
